  • LR22CA [LS] Constitutional amendment to provide the right to a clean and healthy natural environment and that the state and political subdivisions serve as trustee of the natural resources of Nebraska; includes “All people have a right to a clean and healthy environment, including pure water, clean air, healthy soils, balanced ecosystems, a safe climate, and diverse and abundant native flora and fauna and to the preservation of the natural, cultural, scenic, recreational, and healthful qualities of the environment.”; large bill that pertains to both the environment and health of Nebraskans—merges the Department of Natural Resources with the Department of Environment and Energy and change the name to the Department of Water, Energy, and Environment. For purposes of the Resilient Soils and Water Quality Act: Demonstration and research farms means large-scale field and pasture settings located across the state that provide a demonstration of healthy soil practices in support of the educational and research programs of the producer learning community. – carried over to 2026
